According to this Reddit in-depth post, yes, Aonibi is the secondary best weapon for Sephiroth.

Aonibi can offer Mid to High potency for its MATK buff, increasing Sephiroth's damage by 20% at Mid potency and 30-35% at High potency.

At OB1 i'ts really worth, but at OB6 it's the best secondary weapon for Sephiroth.

Also, self-buffs like Aonibi's cannot be blocked by enemies (so far), giving it an advantage over certain enemy debuffs.
